This is because the new moon visibility is expected in most of the world on 4th November 2013. Please take a look at the visibility curve of the new moon published below.
The New moon of Muharram is born on 3rd November 2013 at 12:49:52 UTC. As the new moon is born very late, visibility of crescent is not expected anywhere in the world on 3rd November 2013.
